No hook nor loop

"I purchased a handful of these for my troops, as it says hook and loop thinking they would be able to put them on their gear bags. Got in the mail today, no hook nor is there any loop. Just a handful of useless patches now, gotta find somewhere to get Velcro sewn on the back"
