Yes, this would work as a duty belt, you would probably want to get an inner belt for it though to utilize the velcro. Will this fit a cobra belt buckle?
I'm sorry I'm not sure I understand your question. This is a complete belt with a buckle, if your cobra buckle is made to fit the same size belt then it should fit fine.
My waist is 34". Should I get the small or medium? Small seems too short but medium seems like it would have a lot of extra belt. Thank you.
Medium would be the best fit.
I wear a 33" belt normally but have never used the dual belt and liner system. With winter being here and extra layers of clothes being worn 33" is a little small, so a (small) 28"-34" might also be small. A 34"-40 will probably be to big, any suggestions on brand or model of liner/belt systems??
a medium in this belt should be able to fit you fine as the belt does have some adjustment room so it should be able to fit you just fine.
