Will m4 mags sit too low in this product?: Yes, M4 magazines will sit very low in this pouch. Condor makes Triple Kangaroo Pouches for M4/M16 magazines. Will two of these Triple Kangaroo mag pouches fit on the Condor OPS chest rig?: Yes, but you won't have much room to spare. Looks like you'll have one leftover column right down the middle.
Will VZ-58 Mags fit?: As long as your mag is approx the same size as an AK mag, then you shouldnt have a problem.
